Press Release On Process of Artificial Intelligence Governance

The Ministry of Post and Telecommunications (MPTC) wishes to inform the public about certain significant activities that MPTC, as the line ministry responsible for the digital sector, has implemented and is carrying out for the governance of artificial intelligence and emerging digital technologies as follows:

  1. Harmonizing AI Governance and Ethics in ASEAN

    As Cambodia’s representative in the ASEAN Digital Ministers’ Meeting (ADGMIN), the ASEAN Senior Digital Officers’ Meeting (ADGSOM), and the ASEAN Working Group on Artificial Intelligence Governance (WG-AI), MPTC has participated in the preparation and approval of three documents to harmonize approaches to AI governance and ethics in the ASEAN region, and has the following workplan:

        • Participated in the adoption of the “ASEAN Guide on AI Governance and Ethics” at the ASEAN Digital Ministers’ Meeting
      2. (4-5 June 2024 )
        • Participated in the workshop to prepare the “ASEAN Responsible Artificial Intelligence Roadmap” with WG-AI members from ASEAN member states and representatives from the United States
      3. (17 October 2024)
        • Conducted a consultation workshop on the “Expanded ASEAN Guide on AI Governance and Ethics for Generative AI” draft with ministries, institutions, the private sector, and partner institutions in Cambodia

        • Participated in the adoption, at the 5th AGDMIN, of:

  2. AI Ethical Readiness Assessment in Cambodia

    Supported by MPTC, the Cambodia Academy of Digital Technology (CADT) has collaborated with UNESCO to assess the AI ​​ethical readiness in Cambodia using the AI ​​Ethics Readiness Assessment Methodology (RAM), which is the first systematic global tool for assessing a country’s readiness in five aspects: (1) legal, (2) social and cultural, (3) scientific and educational, (4) economic, and (5) technical. CADT and UNESCO have implemented the following activities and have the following workplan:

  3. Preparing the “National Artificial Intelligence Strategy”

    Upon obtaining approval from the Royal Government through Letter No. 316 SCN.AS dated 5 March 2024 MPTC established a Working Group on Artificial Intelligence and Data Science Research and Development on 5 April 2024. This technical working group researched and prepared the draft National Artificial Intelligence Strategy (NAIS) within a year and underwent 12 internal meetings until the completion of a first draft in February 2025. MPTC has received support from the United Nations Economic and Social Commission for Asia and the Pacific (UN-ESCAP) in reviewing and providing feedback on the NAIS and will continue to receive such support until completion. The NAIS Working Group has taken the following actions and has the following workplan:

    To maintain the balance between regulation and innovation with respect to artificial intelligence, MPTC has been preparing a National AI Governance Framework draft that is systematic and in line with global trends and Cambodia’s context. MPTC has implemented the following activities and has the following workplan:
