កម្មវត្ថុ៖ ករណីរបាយការណ៍ស្តីពីការពិភាក្សាលើការរៀបចំលិខិតបទដ្ឋានគតិយុត្ត កំណត់អំពីយន្តការគ្រប់គ្រង វិជ្ជាជីវៈវិស័យឌីជីថលនៅកម្ពុជា និងសំណើគោរពសុំគោលការណ៍លើការងារបន្ត។

• លិខិតលេខ៥២៧ អយក.រប ចុះថ្ងៃទី៥ ខែកុម្ភៈ ឆ្នាំ២០២៥ របស់ក្រសួងអប់រំ យុវជន និងកីឡា និង ក្រសួងប្រៃសណីយ៍និងទូរគមនាគមន៍
• ចំណារដ៏ខ្ពង់ខ្ពស់បំផុតរបស់សម្តេចមហាបវរធិបតី ហ៊ុន ម៉ាណែត នាយករដ្ឋមន្ត្រី នៃព្រះរាជា ណាចក្រកម្ពុជា ចុះថ្ងៃទី២៨ ខែកុម្ភៈ ឆ្នាំ២០២៥។

សេចក្តីដូចមានចែងក្នុងកម្មវត្ថុនិងយោងខាងលើ ទីស្តីការគណៈរដ្ឋមន្ត្រីសូមជម្រាបជូនឯកឧត្តម មេត្តាជ្រាបថា រាជរដ្ឋាភិបាលយល់ព្រមជាគោលការណ៍ ដូចខាងក្រោម៖

១- អនុញ្ញាតឱ្យក្រសួងប្រៃសណីយ៍និងទូរគមនាគមន៍ រៀបចំអនុក្រឹត្យស្តីពីការគ្រប់គ្រងវិជ្ជាជីវៈវិស័យ ឌីជីថល ដោយក្រសួងប្រៃសណីយ៍និងទូរគមនាគមន៍ មានសិទ្ធិវាយតម្លៃគ្រឹះស្ថានជាតិនិងអន្តរជាតិ និងឯកសារបញ្ជាក់គុណវុឌ្ឍវិជ្ជាជីវៈដែលអាចប្រើប្រាស់ សម្រាប់ទទួលស្គាល់គុណវុឌ្ឍវិជ្ជាជីវៈនៅ កម្ពុជា។

២- អនុញ្ញាតឱ្យក្រសួងអប់រំ យុវជន និងកីឡា និងក្រសួងប្រៃសណីយ៍និងទូរគមនាគមន៍ សហការជាមួយ ក្រសួង ស្ថាប័នពាក់ព័ន្ធក្នុងការរៀបចំក្របខ័ណ្ឌគុណវុឌ្ឍវិជ្ជាជីវៈវិស័យឌីជីថល ដើម្បីត្រួតពិនិត្យ វាយតម្លៃ និងគាំទ្រដល់កម្មវិធីសិក្សាពាក់ព័ន្ធនៅតាមគ្រឹះស្ថានបណ្តុះបណ្តាល។

៣- អនុញ្ញាតឱ្យក្រសួងប្រៃសណីយ៍និងទូរគមនាគមន៍ ចាប់ផ្តើមដំណើរការរៀបចំបង្កើតសមាគមឬ សង្គមអ្នកវិជ្ជាជីវៈវិស័យឌីជីថល (Digital Professionals Association or Society) ស្របតាម នីតិវិធីជាធរមាន និងផ្សព្វផ្សាយកៀរគរអ្នកប្រកបវិជ្ជាជីវៈវិស័យឌីជីថលឱ្យចូលរួមជាសមាជិក និង ចូលរួមនៅក្នុងគណៈគ្រប់គ្រងនៃសមាគមឬសង្គម ដោយមានការចូលរួមពីក្រសួងអប់រំ យុវជន និងកីឡា។

៤- អនុញ្ញាតឱ្យក្រសួងប្រៃសណីយ៍និងទូរគមនាគមន៍ និងក្រសួងអប់រំ យុវជន និងកីឡា អំពីផ្សព្វផ្សាយ ទស្សនទាននៃការរៀបចំយន្តការគ្រប់គ្រងវិជ្ជាជីវៈវិស័យឌីជីថល និងអត្ថប្រយោជន៍នៃការចូលរួម ក្នុងយន្តការនេះ ទៅកាន់ប្រតិបត្តិករក្នុងវិស័យឌីជីថល អ្នកប្រកបវិជ្ជាជីវៈវិស័យឌីជីថល បុគ្គលិកអប់រំ ដែលមានជំនាញឌីជីថលក្នុងប្រព័ន្ធអប់រំ ដើម្បីកៀរគរឱ្យមានការចូលរួមកាន់តែទូលំទូលាយ។ សេចក្តីដូចបានជម្រាបជូនខាងលើ សូមឯកឧត្តមមេត្តាជ្រាបនិងចាត់ចែងអនុវត្ត។

Subject: Regarding the report on the discussion on the preparation of regulations establishing the mechanism for the management of digital professionals in Cambodia and requests for approval on further work.

With respect to the subject and references above, the Office of the Council of Ministers would like to inform Your Excellencies that the Royal Government has approved in principle as follows:

1. Permit the Ministry of Post and Telecommunications to prepare a Sub-Decree on the Management of Digital Professionals, whereby the Ministry of Post and Telecommunications has the power to evaluate national and international institutions and professional qualification documents that may be used for recognizing digital professional qualifications in Cambodia.
2. Permit the Ministry of Education, Youth, and Sports and the Ministry of Post and Telecommunications to cooperate with relevant ministries and institutions to prepare a professional qualification framework for the digital sector to monitor, evaluate, and support relevant curriculum in training institutions.
3. Permit the Ministry of Post and Telecommunications to commence the process of organizing a Digital Professionals Association or Society in accordance with procedures in force and mobilize digital professionals to become members and participate in the management board of the Association or Society, with the participation of the Ministry of Education, Youth, and Sports.
4. Permit the Ministry of Post and Telecommunications and the Ministry of Education, Youth, and Sports to publicize the concept note of organizing a management mechanism for digital professionals and the benefits of participating in this mechanism to operators in the digital sector, digital professionals, digitally skilled educators in the education system to mobilize broader participation.
