រាជធានីភ្នំពេញ៖ កាលពីថ្ងៃទី៣ ខែមិថុនា ឆ្នាំ២០២៥ ឯកឧត្តម គង់ ផល្លៈ រដ្ឋលេខាធិការក្រសួងប្រៃសណីយ៍និងទូរគមនាគមន៍ បានអញ្ជើញជាវាគ្មិននិងថ្លែងបាឋកថាគន្លឹះ ក្នុងវេទិកា បញ្ញាឌីជីថល៖ បច្ចេកវិទ្យាបញ្ញាសិប្បនិម្មិត (AI) គឺជាការរីកចម្រើនបន្ទាប់របស់វិស័យហិរញ្ញវត្ថុក្នុងប្រទេសកម្ពុជា(Digital Intelligence and AI is the Next Evolution of Finance in Cambodia) ដែលរៀបចំដោយសភាពាណិជ្ជកម្មអាមេរិក (AmCham) នៅសណ្ឋាគារ Raffles Hotel Le Royal។

នៅក្នុងវេទិកានេះ ឯកឧត្តម គង់ ផល្លៈ បានថ្លែងសុន្ទរកថាគន្លឹះដែលមានខ្លឹមសារសង្ខេបចំនួន៥ចំណុចគឺ៖
ទី១. ក្របខណ្ឌគោលនយោបាយជំរុញសេដ្ឋកិច្ចឌីជីថល រដ្ឋាភិបាលឌីជីថល និងការអភិវឌ្ឍន៍បច្ចេកវិទ្យាដែលជំរុញដល់ការប្រើប្រាស់និងការវិនិយោគលើបញ្ញាសិប្បនិម្មិត។
ទី២. តួនាទីរបស់ ក្រសួងប្រៃសណីយ៍ និងទូរគមនាគមន៍ ពាក់ព័ន្ធនឹង ការរៀបចំផែនការយុទ្ធសាស្រ្តនិងការអភិវឌ្ឍន៍បញ្ញាសិប្បនិម្មិត។
ទី៣. ការប្រើប្រាស’ បញ្ញាសិប្បនិម្មិត នៅក្នុងវិស័យធនាគារ និងហិរញ្ញវត្ថុនិង ការចូលរួមឌីជីថលសម្រាប់ទាំងអស់គ្នា។
ទី៤. ការរីកចម្រើនថ្មីនៃរូបិយវត្ថុគ្រីបតូ និងបញ្ញាសិប្បនិម្មិតជាមួយនឹងបែបផែនថ្មីនៃពាណិជ្ជកម្មសកល។
ទី៥. គឺជាផ្តាំផ្ញើរបស់ ឯកឧត្តម ដល់ធុរជននិងអ្នកចូលរួមថា “បញ្ញាសិប្បនិម្មិត មិនមែនគ្រាន់តែជាឧបករណ៍បច្ចេកវិទ្យាដែលជួយការងារយើងប៉ុណ្ណោះទេ ប៉ុន្តែបញ្ញាសិប្បនិម្មិត គឺជា T.O.R.”។ ឯកឧត្តមរដ្ឋលេខាធិការ បានពន្យល់បន្ថែមទៀតថា “T មកពីពាក្យ Transformation (បរិវត្តកម្ម ឬការបម្លែង)៖ មានន័យ យើងគួរតែចាប់យកបច្ចេកវិទ្យាថ្មីៗដើម្បីធ្វើបរិវត្តកម្មសេដ្ឋកិច្ចឌីជីថល របស់យើង។ O មកពីពាក្យ Opportunities (កាលានុវត្តភាព ឬឱកាស)៖ មានន័យថា គ្រប់អាជីវកម្មទាំងអស់គួរតែចាប់យកឱកាសទាំងនេះ។ R មកពីពាក្យ Responsibility (ទំនួលខុសត្រូវ)៖ មានន័យថា ការប្រើប្រាស់បញ្ញាសិប្បនិម្មិត ត្រូវតែអនុវត្តដោយមានក្រមសីលធម៌ និងមានទំនួលខុសត្រូវ”។

Phnom Penh: On June 3, 2025, His Excellency Kong Phallack, Secretary of State of the Ministry of Post and Telecommunications, was invited as a speaker and delivered a keynote address at the “Digital Intelligence and AI is the Next Evolution of Finance in Cambodia” forum, organized by the American Chamber of Commerce (AmCham) at Raffles Hotel Le Royal.
During the forum, His Excellency Kong Phallack delivered a keynote speech summarizing five key points:
1. Policy Framework for Digital Economy, Digital Government, and Technology Development: This point emphasized the policies driving the use and investment in artificial intelligence.
2. Role of the Ministry of Post and Telecommunications: This focused on the Ministry’s involvement in strategic planning and AI development.
3. AI in Banking and Finance and Digital Inclusion for All: This highlighted the application of AI in the financial sector and promoting digital accessibility.
4. New Developments in Cryptocurrency and AI with New Global Trade Patterns: This discussed the intersection of cryptocurrency, AI, and evolving global commerce.
5. His Excellency’s Message to Businesses and Participants: He stated that “Artificial Intelligence is not just a technological tool that helps us with our work, but AI is T.O.R.” The Secretary of State further explained that “T stands for Transformation: meaning we should embrace new technologies to transform our digital economy. O stands for Opportunities: meaning all businesses should seize these opportunities. R stands for Responsibility: meaning the use of artificial intelligence must be carried out ethically and responsibly.”
