មហាសន្និបាតអង្គការសហប្រជាជាតិបានអនុម័តសេចក្តីសម្រេច (A/79/L.118)  ដើម្បីបង្កើតក្រុមវិទ្យាសាស្ត្រអន្តរជាតិឯករាជ្យស្តីពីបញ្ញាសិប្បនិម្មិត(AI) និងចាប់ផ្តើមកិច្ចសន្ទនាសកលស្តីពីអភិបាលកិច្ច AI ។ យន្តការថ្មីនេះបានបង្កើតឡើងដោយផ្អែកលើកតិកាសញ្ញាឌីជីថលសកលឆ្នាំ ២០២៤ ដែលមានគោលបំណងពង្រឹងកិច្ចសហប្រតិបត្តិការជាសកលលើ AI គាំទ្រគោលដៅអភិវឌ្ឍន៍ប្រកបដោយចីរភាព (SDGs) និងជួយកាត់បន្ថយគម្លាតឌីជីថលរវាងប្រទេសនានា។

ក្រុមអ្នកជំនាញវិទ្យាសាស្ត្រនឹងមានសមាជិកចំនួន ៤០រូប ដែលនឹងបំពេញភារកិច្ចក្នុងរយៈពេលបីឆ្នាំ  លើការវាយតម្លៃហានិភ័យ ឱកាស និងផលប៉ះពាល់ដ៏ទូលំទូលាយរបស់ AI លើសង្គម។ កិច្ចសន្ទនាសកលនឹងផ្តល់វេទិកាមួយប្រកបដោយបរិយាបន្នសម្រាប់រដ្ឋជាសមាជិក និងភាគីពាក់ព័ន្ធដើម្បីផ្លាស់ប្តូរចំណេះដឹង ពិភាក្សាអំពីកិច្ចសហប្រតិបត្តិការអន្តរជាតិ និងបង្កើតក្របខ័ណ្ឌអភិបាលកិច្ច AI សកល។ វគ្គដំបូងត្រូវបានគ្រោងធ្វើឡើងនៅទីក្រុងហ្សឺណែវក្នុងខែកក្កដា ឆ្នាំ ២០២៦។

បណ្ដាប្រទេសកំពុងអភិវឌ្ឍន៍ ជាពិសេសក្រុមប្រទេសចំនួន ៧៧ និងចិន បានសង្កត់ធ្ងន់យ៉ាងខ្លាំងលើសារៈសំខាន់នៃការចូលរួមដ៏ពេញលេញក្នុងការបង្កើតអភិបាលកិច្ច AI។ តំណាងរបស់អ៊ីរ៉ាក់បានសង្កត់ធ្ងន់ថា AI អាចពន្លឿនវឌ្ឍនភាពក្នុងវិស័យនានាដូចជា សេវាសាធារណៈ ការអប់រំ សុខភាព និងសេដ្ឋកិច្ចឌីជីថល ប៉ុន្តែលុះត្រាតែត្រូវបានដឹកនាំដោយអភិបាលកិច្ចប្រកបដោយយុត្តិធម៌ និងបរិយាបន្ន ដែលដោះស្រាយបញ្ហាប្រឈមផ្នែកសីលធម៌ និងសង្គម។

សហភាពអឺរ៉ុបបានស្វាគមន៍ការឯកភាពគ្នាលើសេចក្តីសម្រេចនេះ ដោយបានគូសបញ្ជាក់ពីតម្លៃនៃឯករាជ្យភាពផ្នែកវិទ្យាសាស្ត្ររបស់ក្រុមអ្នកជំនាញ និងលក្ខណៈពហុភាគីនៃកិច្ចសន្ទនា។ យោងតាមសហភាពអឺរ៉ុប យន្តការទាំងនេះនឹងបម្រើជាឧបករណ៍ដ៏សំខាន់ដើម្បីកសាងចំណេះដឹងរួមគ្នា និងពង្រឹងសមត្ថភាពរបស់រដ្ឋជាសមាជិកអង្គការសហប្រជាជាតិទាំងអស់ ជាពិសេសនៅក្នុងបណ្ដាប្រទេសកំពុងអភិវឌ្ឍន៍។

សេចក្តីសម្រេចនេះឆ្លុះបញ្ចាំងពីសន្ទុះសកលដែលកំពុងកើនឡើង ដើម្បីធានាថាការអភិវឌ្ឍន៍ AI ត្រូវបានដឹកនាំដោយភាពយុត្តិធម៌ បរិយាបន្ន និងផលប្រយោជន៍រួមសម្រាប់គ្រប់ប្រជាជាតិទាំងអស់។

UN General Assembly Establishes Global AI Governance Panel

The United Nations General Assembly has adopted a resolution (A/79/L.118) to establish an Independent International Scientific Panel on Artificial Intelligence and launch a Global Dialogue on AI Governance. These new mechanisms, which build on the 2024 Global Digital Compact, aim to strengthen global cooperation on AI, support the Sustainable Development Goals (SDGs), and help close digital divides between countries.

The scientific panel will consist of 40 experts, serving three-year terms in their personal capacity, tasked with assessing AI’s risks, opportunities, and broader societal impact. The Global Dialogue will provide an inclusive platform for Member States and stakeholders to exchange knowledge, discuss international cooperation, and shape global AI governance frameworks. The first session is scheduled for Geneva in July 2026. 

Developing countries, particularly the Group of 77 and China, strongly emphasized the importance of equitable access and full participation in shaping AI governance. They stressed that AI’s potential to accelerate progress in public services, education, and health can only be realized through fair and inclusive governance that addresses ethical and social challenges.

The European Union welcomed the consensus on the resolution, highlighting the value of the panel’s scientific independence and the dialogue’s multi-stakeholder nature. According to the EU, these mechanisms will serve as important tools to build shared knowledge and strengthen the capacity of all UN member states, particularly in the developing world.

This resolution reflects growing global momentum to ensure that AI development is guided by fairness, inclusivity, and shared benefits for all nations.
